As Addis Ababa prepares to host tens of thousands of delegates for the 2027 United Nations Climate Change Conference (COP32), the state is mobilizing capital to rapidly scale its diplomatic lodging infrastructure. Ethiopian Investment Holdings (EIH) is injecting approximately $55 million into a new 150-key Hilton Garden Inn and wellness facility, strategically co-located directly inside the existing Hilton Addis Ababa compound.

Slated for an October 2027 completion, the expansion optimizes legacy state-owned assets rather than requiring slow greenfield land acquisition. Elmi Olindo Contractors has been tapped as the design-and-build lead, executing the vision alongside ZIAS Architecture & Engineering as the primary project consultant. The 150 additional rooms and modern wellness infrastructure directly address the stringent hospitality and security requirements of hosting a global summit the scale of COP32, which Ethiopia officially secured after winning the African Group's endorsement.

At $55 million, the investment translates to roughly 6.5 billion Birr in domestic economic activity. By positioning the Garden Inn adjacent to the historic 372-room Hilton Addis Ababa at the center of the city, EIH leverages existing security perimeters, established utility connections, and proximity to the ECA Conference Center. The dual-brand footprint allows the compound to capture both premium diplomatic suites in the legacy tower and high-volume corporate delegations in the new annex, permanently strengthening the city's position as an international tourism and business hub.

The October 2027 target leaves a tight 12-month construction window for Elmi Olindo to deliver the operational facility before the vanguard of international climate negotiators begins arriving in the diplomatic capital.
